The Open University of China was established in 2012 based on the former Central Radio and TV University. Shortly after its establishment, the university transitioned to web-based education; however, it faced several problems largely inherited from the former Radio and TV University system. A CRSOTEFA (Cross-Region, One-Stop, Team-Based Online Facilitation) model was explored to address such historical issues to improve the quality of open education. This study aims to test this model’s effectiveness in solving key difficulties, such as teacher-student interaction at all system tiers, comprehensive analysis of learning and teaching behaviours, and integration of teachers as a team. We took the quantitative research methods, using learning platform data and questionnaires survey for the data analysis. The findings show that this model helps resolve the major existing issues in the Radio and TV University system and improves the quality of open education.
