Abstract:: This paper relies on the UNESCO’s (1994, 2005) ‘Salamanca statement and framework for action on special needs education’ and ‘Guideline for inclusion: Ensuring access to Education’ as a conceptual framework. This concept focuses on a paradigm shift from the schools’ rigid organisational structures, teaching methods, and pedagogy to curricula reflecting flexibility. The flexibility in curricula involves contents, approaches, structures, and strategies that accommodate all children, regardless of barriers of any kind, such as physical, social, or emotional disabilities. The paper explores how far Nigeria’s policy and practice of inclusive education reflects this paradigm shift, as well as prospects and challenges experienced in its implementation. The concept is envisioned on the precept and practice firmly rooted in the widely held belief that it is the responsibility of the regular school system to educate all children regardless of their individual differences and diversities. A dual flexible schooling system is, therefore, in tandem with UNICEF’s education programme, which seeks to support the government in achieving Sustainable Development Goal 4 by 2030, and the Universal Basic Education Commission signed a memorandum of understanding for the Open Schooling Initiative to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.
